It works for me and I don't even use a gardening mod (besides one allowing kids to garden). There are 4 unnatural hair colors, 2 graying natural colors, and 1 shade each of white and gray for elders (or experimental youths. There are 9 natural colors which are available to all ages that range from black to blonde, while the others are only for teens and up. I can't say for certain, but from my experience I'd recommend unlocking the skill (reading a book to level 1 gives seeds, but you could just use MC) and then planting a few things. There are a total of 18 hair colors in The Sims 4.
Several premades have a point or more in the gardening skill, and the 3 I can think of definitely garden as well, if they have anything planted. I don't really know if the seeds themselves prompted anything (unless the game was pushing him to "garden" them by planting?), but he had gotten seeds when he unlocked the gardening skill so maybe just having the gardening skill does it. Are you saying that I should transfer seeds in their inventories + plant a few things on townies' lots, to witness more autonomous townie gardening action?
I had installed this mod and hadn't noticed much increase in my townie population's gardening habits. In any case, since then, I usually have all of my sims plant at least a few things so I can see them outside doing stuff while inactive, so that's probably why I see the "go to garden" so often. But then again, I didn't build his lot, and it did have an overgrown pond area, so there might have been a plant there. It seems like I gave my main sim a garden after I saw "go to garden" for the first time in case he was trying to tell me something. I wonder what the game considers a home garden. I thought maybe it had something to do with SP Careers. Hmm, like sometimes I switch households and they have "write novel" queued up but the icon looks different than when I tell my active sims to start writing. The icon not having the traditional white silhouette that base game lot icons had is a pretty clear indicator it was just a placeholder.

EA just used the venue system as a hack to make it easier to write less code for the push. I'm not seeing evidence it was ever a lot type. This is actually a meta autonomy function that pushes inactives home and out into their home gardens to add fake realism. So EA started adding Plasma Fruit to the vampires inventory 3 every day and nuked the Garden lot giving it a generic Visitors Allowed designation. I think it had something to do with normal sims picking and eating Plasma Fruit which they shouldn't have been doing as those where meant for the vampires. If I remember correctly it was a little after Late Night when the Base Game Garden lot stopped working.

Which is kind of a shame as Twinbrook has a large and beautiful garden lot and sims don't make full use of it as they should. Yeah that's what happens when they try to go to the garden they just go home. I always wondered what's happening with my inactive sims that they are being sent to Garden where Garden = Home but I guess they go home because they don't know what Garden is. I often see "Go To Garden" queued up for my sims (when I've just switched households and made them active) and it always ends up with them going back home.
